The Chip Seal Deal Is Sealed: Which Roads Will Get the Treatment

Tuesday night, Public Works Director Barry Loveless asked the City Council to approve a contract with Doolittle Construction for about $626,000 for chip sealing. Chip seal is a way to extend the life of a road by combining asphalt emulsion with finely graded aggregate over its surface. Excess rock is removed several days after the application by mechanical sweepers.

Doolittle was the low bidder out of two bids submitted for the project. The Bellevue-based company has done Bainbridge chip sealing before.

The 2015 chip seal program was budgeted at $915,000 this year. The City received a Surface Transportation Program (STP) federal grant in the amount of $303,000 to help fund the Chip Seal project. The City is providing a match of 13.5 percent.

The Council approved the contract unanimously, which means that now Doolittle can get to work. And where will that work be happening? The City has identified the following roads (listed from north to south) for getting the chip seal deal this year:

  • ChipsealSeabold Church Road
  • A middle segment of Henderson Road
  • Olympic Terrace
  • Bayhill Road
  • N. Madison Ave. (Manitou to Winther)
  • Koura Road
  • The eastern end of Valley Road
  • Manitou Beach Drive
  • Manitou Park Boulevard
  • The southern third of Mandus Olson
  • The northern half of Springridge Road
  • The southern half of Sands Avenue
  • Island Center Road
  • Rose Loop
  • The eastern half of Eagle Harbor Drive
  • Old Mill Road
  • A southern portion of Blakely Hill Road
  • The northern part of Lynwood Center Road
  • West Blakely Avenue
  • Oddfellows Road
  • A segment of Country Club Drive
  • The southern part of Toe Jam Hill Road
  • A segment of South Beach Drive
